On February 22nd, the Minister of Education and Training signed a document addressed to the Chairpersons of the People’s Committees of provinces and centrally-administered cities regarding the adjustment of the 2019-2020 school year timetable.

The official document states: During the recent period of temporary school closures to prevent the spread of Covid-19, the Ministry of Education and Training, together with local authorities, closely monitored the disease situation, directed and guided schools to strictly implement disease prevention and control measures according to the guidelines of the Ministry of Health and specialized agencies. To date, schools have carried out cleaning and disinfection of school premises and classrooms; students have been instructed on disease prevention and control procedures; and teachers have been trained on disease prevention and control procedures to guide students when they return to school.

Based on the current controlled epidemic situation and assuming no further complications arise, the Ministry of Education and Training requests that the Chairpersons of the People’s Committees of provinces and centrally-administered cities decide to allow preschool children, students, and trainees to return to school from March 2nd, 2020; and direct the Departments of Education and Training to guide schools in strictly implementing disease prevention and control procedures, ensuring school safety according to the guidelines of the Ministry of Health and the Ministry of Education and Training.

The Ministry of Education and Training has adjusted the 2019-2020 school year schedule for preschool, general education, and continuing education as follows: Classes will resume on March 2nd, 2020; the school year will end before June 30th, 2020; and the national high school graduation exam will be held from July 23rd to July 26th, 2020.

Based on the above timeframe, localities should proactively implement the 2019-2020 school year education plan in accordance with the local Covid-19 pandemic control situation. In addition to this document, on the same day, the Ministry of Education and Training also issued a Decision amending and supplementing Clauses 3, 4, and 5 of Article 1; and Point b, Clause 2 of Article 4 of Decision No. 2071/QD-BGDĐT dated June 16, 2017, issued by the Minister of Education and Training, promulgating the framework for the school year schedule for preschool education, general education, and continuing education, applicable from the 2017-2018 school year.

Accordingly, Clauses 3, 4, and 5 of Article 1 are amended and supplemented as follows: The first semester ends before January 20th, the second semester’s educational program is completed before June 28th, and the school year ends before June 30th; the completion of the primary school program and the recognition of junior high school graduation are to be completed before July 15th; and enrollment into grade 10 is to be completed before August 15th.

Point b, Clause 2, Article 4 is amended and supplemented as follows: Report to the Ministry of Education and Training on the preparation for the school year and the organization of the opening ceremony before September 10th; summarize the first semester before January 30th; summarize the school year, report on the results of implementing the emulation criteria and propose awards for the school year before July 31st.
